Azerbaijan totally ban vapes and components from April 1 2026

The President of Azerbaijan has approved the revision of the Tobacco and Tobacco Products Law, implementing a comprehensive ban on vapes and their components covering “import and export production storage wholesale use”, and including nicotine containing vapes in the category of “tobacco products”. The new regulations will come into effect on April 1, 2026.

According to Day.Az, Azerbaijan has implemented a comprehensive ban on vapes and their components through amendments to the Tobacco and Tobacco Products Law, prohibiting the import, export, production, storage, wholesale, retail, and use of vapes. The amendment has been approved by Azerbaijani President Ilham Aliyev.
The new law also clarifies that vapes containing nicotine are included in the concept of “tobacco products” and their circulation is prohibited.
The amendment provides a legal definition for vapes:
1. Vapes refer to a product of (excluding food, tobacco products, drugs, and medical devices) used to allow the human body to inhale atomizing substances through inhalation. It may or may not contain nicotine;
2. Its use relies on devices or other components with cigarette butts, which may or may not be equipped with cartridges and e-liquid bottles;
3. Electronic cigarette oil bottles can be used once or multiple times, or refilled with cartridges.
Meanwhile, the new law specifies that heating tobacco products is not considered as vapes.
This law will come into effect on April 1, 2026.
