Czech: Label Nicotine Content Prohibit Candy Flavored E-liquid

Czech implements new regulations on vape sales starting from December: candy flavored e-liquids are prohibited and nicotine content must be mandatory to be labeled.

1. The new regulations will take effect from December 2025, and vape manufacturers can sell out their existing inventory within seven months.
2. Main ban: Prohibit the sale of vapes with candy flavors or containing cannabinoids; Prohibit the use of mineral or vegetable oils, fats, and other ingredients in vape e-liquids.
3. Label requirements: Nicotine content must be directly labeled on the product (in milligrams/milliliters or micrograms/dose); Must indicate the identification number (ID) of the product registered with the Czech Ministry of Health; Do not use stickers to cover the original label.
4. Scope of application: Both nicotine containing and nicotine free vape products must carry health warnings and the “prohibited under 18 years old” symbol.
5. Market background: In 2023, the Czech Republic sold over 36 million disposable vapes and 65 million replacement e-liquids; The sales volume of e-liquid has increased by more than 30 times within five years.

According to the Czech news agency ceskatelevize, starting from December this year, the Czech Republic will implement new regulations for the sale and labeling of vapes.

Manufacturers must sell out their inventory within seven months, otherwise they will be prohibited from selling vape products containing candy flavors or cannabinoids.
Ond ř ej Jakob, spokesperson for the Czech Ministry of Health, stated that the new regulations aim to reduce the risk of adolescent exposure to electronic cigarettes and nicotine addiction. According to data released by the National Institute of Public Health (SZ ú) last year, approximately 14% of the Czech population uses vapes, which has almost tripled in the past five years.
Among the population aged 15 to 24, the usage rate of vapes has exceeded a quarter. Barbora Mackov á, Director of SZ Ursa, pointed out that:
Nicotine is a highly addictive substance that can affect the brain development of adolescents. Early exposure to nicotine may lead to learning, attention, and decision-making impairments, with long-term effects on cognitive and behavioral development.

New regulations require:
1. All vape products are clearly labeled with milligrams per milliliter (mg/ml) or micrograms per dose (μ g/dose) e-liquid, making it convenient for consumers to compare different products;
2. Regardless of whether the product contains nicotine, it must be accompanied by a health warning and a prohibition symbol for those under 18 years old;
3. E-liquids must not contain mineral oil, vegetable oil, fat, or cannabinoid components, in addition to candy flavors;
4. All products must be directly printed with complete labels, and stickers must not be used to cover the original packaging, indicating the product’s identification number registered with the Czech Ministry of Health.

Jacob added that the Ministry of Health will update the vape product registration list on a monthly basis to ensure market traceability.

According to official data, over 36 million disposable vapes and 65 million replacement e-liquids were sold in the Czech market in 2023. Although the legal sales volume of disposable vapes has slightly decreased, the sales volume of e-liquid has increased more than 30 times in five years. Health institutions warn that some products that are not properly labeled are still circulating online and offline.
The Czech Parliament and Senate Health Committee previously requested the Ministry of Health to develop stricter regulations to reduce the appeal of vapes to children. Although vapes were initially marketed as a “safer alternative” to traditional smokers, about 20% of e-cigarette users have never smoked cigarettes.
