The Ministry of Health hopes to implement relevant policies by mid-2026, or at the latest by the end of the year, provided that necessary regulatory and legislative procedures are completed.
He stated that although the Ministry of Health had not previously submitted relevant issues at the latest cabinet meeting, he is confident that they will be brought up for discussion again early next year.

Dzulkefly pointed out that one of the important reasons for promoting the ban is concerns about the use of vaping e-liquids mixed with synthetic substances. These substances have been found to be associated with drug-induced mental illness and other serious mental health problems.
He said that some patients have developed symptoms of mental illness due to ingesting synthetic marijuana and other substances through vapes. The relevant cases have been monitored by a special working group led by the public health department of the Ministry of Health, in conjunction with medical experts.
Dzulkefly emphasized that promoting the ban on vapes is not a sudden change in policy direction, but a continuation of existing health policies and operational procedures, and is consistent with the recommendations of medical groups including the Malaysian Medical Association.
