Russia Plans To Stricter Require Package And Structural On Vape

The head of the Russian Rosstandart stated that Russia will tighten its packaging and structural requirements for vapes in early 2026. It is stated that packaging should display information on the negative consequences of smoking in a larger area, and the product structure should not imitate game plots or elements to reduce its appeal to children.

According to TASS, Anton Shalaev, the head of the Russian Rosstandart, stated in an interview that Russia will tighten its requirements for vape packaging and structure in early 2026.
Sharayev stated that vape product packaging should have a larger area to present information about the negative consequences of smoking.
He pointed out that there are already large areas of negative images on traditional cigarette packaging to indicate the dangers of smoking, while the vape industry currently lacks similar practices. He stated that the goal is to have the majority of vape packaging display the negative consequences of smoking.

In terms of product structure, Sharayev stated that any additional components in vapes should not imitate game plot or elements, and emphasized that they should be as clear and least likely to arouse the interest of minors, keeping them away from vapes.
Sharayev stated that in the absence of a ban on vape products in Russia, it is necessary to protect minors from harmful products to the maximum extent possible through standards.
He mentioned that the current GOST standard for vapes has stipulated that packaging must not contain images that attract attention, but practice has shown that this is not enough. He stated that he and his colleagues from the Youth Policy Committee of the State Duma had prepared a set of revised content to tighten relevant requirements by the end of 2025 and would pass it in early 2026.
