On June 7th, TASS reported that Russian President Vladimir Putin has signed a new law aimed at imposing penalties for violations of regulations on the production and circulation of tobacco products. The content of the new regulations has been officially announced.

According to the revised Administrative Offenses Code of the Russian Federation, individual operators who violate the prohibitions in the State Control Law on Tobacco Products and Their Raw Materials will be fined 20000 to 30000 rubles ($210-315) and have their products, equipment, and raw materials confiscated. For legal entities, the fine amount ranges from 100000 to 150000 rubles (1050-1575 US dollars).

The bill explicitly prohibits the circulation of unmarked tobacco products, the sale of unpackaged tobacco products, the retail sale of nicotine raw materials, and the production and circulation of tobacco products and their raw materials within Russia without submitting information to the monitoring system.

The accompanying notes of the law indicate that these are not license requirements. However, previous administrative codes did not establish corresponding administrative responsibilities for non licensing violations. The passage of this new law is aimed at filling this legislative gap by establishing administrative responsibilities to strengthen the supervision of the production and circulation of tobacco and nicotine containing products.
