According to The Straits Times, Singapore has proposed a new vape amendment bill that plans to significantly increase penalties for vape users, sellers, and smugglers.
The Tobacco (Advertising and Sales Control) (Amendment) and Other Matters Act was introduced in Congress on February 12, proposing significant adjustments to the current Tobacco (Advertising and Sales Control) Act, including renaming it the Tobacco and Vaporizers Control Act.
The draft proposes to increase the maximum penalty related to vapes:
• If the bill is passed, vape users can be fined up to SGD 10000 (approximately USD 7800);
• Sellers can be fined up to SGD 200000 (approximately USD 156000) and sentenced to 6 years in prison;
• Smugglers can be fined up to SGD 300000 (approximately USD 234000) and sentenced to 9 years in prison.

The draft also intends to introduce a new definition of “specific psychoactive substances” and include the anesthetic etomidate and its analogues in this category.
Etomidate has been listed as a Class C drug under the Misuse of Drugs Act since September 1, 2025, due to the increasing use of vapes (Kpods) containing Etomidate among young people.
The draft proposes similar punishments and clarifies that these provisions will apply to Singaporean citizens and permanent residents, even if the relevant violations occur overseas.
Before being temporarily classified as a Class C drug, etomidate was managed as a clinical ingredient under the Poison Act. At that time, the maximum punishment for possessing, using, and trafficking Kpods was two years imprisonment and a fine of SGD 10000 (approximately USD 7800).
The temporary administration of etomidate was originally scheduled to end on February 28th, but has since been extended to April 30th, 2026, partly due to the Ministry of Health drafting relevant legal revisions.
