The UK government has announced a new plan that requires vape sellers and online sellers of electronic products to pay for the recycling and disposal of related equipment based on the “polluter pays principle”, aiming to end the “disposable culture” and promote a circular economy. The new measures will improve electronic waste recycling and disposal by imposing taxes on online retailers, increasing investment in recycling infrastructure, and creating a fair competitive environment for local retailers in the UK. The government has also added new categories of vapes to ensure that their processing costs are borne by producers.

Policy core: The UK plans to require vape sellers and online electronic product sellers to pay for equipment recycling and processing, following the “polluter pays principle”.
Background and objectives: Currently, British companies bear the cost of electronic waste disposal, which puts them at a disadvantage compared to overseas online competitors; The new measures aim to end the ‘disposable culture’, promote circular economy, reduce illegal dumping, and increase recycling investment.
Specific measures: Online retailers need to register and report sales data to determine their charging standards; Add new categories of vapes and clarify that their processing costs are borne by the producers.

According to a report by The Guardian on August 12th, according to the plan announced by the UK government, vape sellers will have to pay for the disposal of electronic waste.
When announcing measures to provide funding for electronic waste recycling, ministers stated that they will “end the disposable culture in the UK”.
According to the ‘polluter pays principle’, online sellers of electronic products, including microwave ovens and computers, will be required to contribute to the cost of recycling these products after they are scrapped.
Currently, UK companies bear the cost of collecting and processing electronic waste, which ministers say puts them at a disadvantage compared to online competitors headquartered abroad.
The new measures are expected to bring investment to the recycling industry to prevent these devices from being illegally dumped into rural areas or discarded on the streets. According to industry estimates from Material Focus, a non-profit organization dedicated to improving the electronic recycling situation in the UK, over 100000 tons of appliances such as irons and microwaves are discarded each year.
The government stated that the fees levied on these online retailers will help improve the collection and disposal of waste collected or returned to retailers by local authorities, and ensure increased investment in critical recycling infrastructure.
Companies like Amazon will have to register with the Environmental Agency and report sales data from their overseas sellers in the UK, which will be used to calculate how much fees should be charged to fund the recycling of these items.
Mary Creagh, the Secretary of State for the Circular Economy, said, “We are committed to transitioning to a circular economy where appliances such as laptops and toasters will last longer. Ensuring that the online market pays a corresponding share of the cost of disposing of the electronic waste it generates will increase recycling rates, create a level playing field for local retailers in the UK, promote growth through our reform plan, and make the system more equitable
The electronics company welcomes this change. Paula Coughlan, Chief Sustainability Officer of Currys, said, “We welcome this positive change as it helps create a fairer competitive environment for UK retailers. It is important that the responsibility for safe disposal of electronic waste is fairly shared, and we are pleased that the government has listened to our and other industry leaders’ opinions. In addition to making the online market pay for the waste it generates, we should go further by setting higher goals and incentivizing investment in waste clean-up efforts
The government has added a new category of vapes to ensure that their collection and processing costs are fairly borne by producers.
Vapes, which have become increasingly popular in recent years, contain materials such as lithium and copper. Material Focus has found that the amount of rare earth elements discarded in the past three years is enough to supply over 16000 electric vehicles.
Scott Butler, Executive Director of Materials Focus, stated that by understanding how many vapes are being sold, the government can set targets to ensure that vape producers make fair contributions to the recycling costs of these products.

Regarding this report, as CBD vape manufacturer DankSmoke, we have some regrets as we have been in the CBD field for so many years. Not engaged in the production and research and development of fruit flavored vapes. Not involved in the sales of fruit vapes in the UK. But with the legalization of CBD in the UK, we believe that the UK market must have enormous potential. I hope more and more UK vape customers are willing to participate. Join hands with us to create excellent brands in the UK.
