Which Chinese Vape Companies Have Passed PMTA Certification

As of 2025, public information shows that the cost of submitting a complete PMTA bundle for e-liquid is approximately $1.3 million per submission; The average cost per SKU is approximately $130000.
If it is a larger product line or multiple SKUs, the total cost is likely to reach millions to millions of dollars (or even higher, considering additional compliance and operational costs). Industry compliance consultants generally believe that it is difficult for small and medium-sized vape factories to afford such expenses.

Which Chinese vape companies have passed PMTA certification at present?

At present, among the publicly identifiable vape companies/manufacturers from China, there are companies that have “submitted a U.S. Food and Drug Administration (FDA) PMTA application”, but almost none have “truly obtained approval/approval (Marketing Granted Orders/MGO)”.

Chinese vape companies or vape manufacturers known to have submitted PMTAs

Some Chinese vape manufacturers/ vape brands have voluntarily disclosed that they have submitted PMTAs or have been reported as having submitted them. Examples include:

• JWEI Group (including brands Joytech/Eleaf/Wismec, etc.) – The company submitted a PMTA to the FDA in 2022.
• Boulder was one of the earliest China vape manufacturers and reportedly the first to submit e-liquid PMTA.
• VOOPOO (a Chinese company) – its parent company has publicly stated that it has submitted a PMTA

But the vast majority were rejected/not approved – there were almost no “pass” cases

1.  Although the above-mentioned manufacturers have submitted PMTAs, according to public information, as of 2023-2024, the main European and American/multinational tobacco companies/brands that have obtained sales authorization (MGO) through PMTAs are Vuse, NJOY, Logic, etc.
2. For the well-known Chinese brand SMOK: Although it has submitted PMTA, multiple devices/pods submitted have been issued Marketing Denial Orders (MDOs) by the FDA, which means that sales authorization has been refused.
3. According to public statistics, the FDA has processed millions of PMTA applications since 2020, but “very few vape products have ultimately obtained MGO (Marketable). According to some analysis, there may only be a few dozen (or fewer) ‘lucky ones’.
4. Most submitters (including Chinese and international vendors) are ultimately rejected (MDO) or in a “pending/under review/supplementary submission” status.
